Payments where the bank's answer never arrived. Never retried — resolved against the provider's own record.
These are payments the rail accepted and then went quiet on. The money may have moved. Nothing here re-sends: you find out from Ecobank what actually happened to the reference, then record that answer. Resolving with a guess creates a second truth, and the ledger will believe it.
